The decision was made at an emergency meeting chaired by Chief Minister Neiphiu Rio on Wednesday. The meeting included legislators from Eastern Nagaland, such as ministers C L John and P Paiwang Konyak, Advisor Wangpang Konyak, Advisor for School Education & SCERT Dr. Kekhrielhoulie Yhome, Chief Secretary Sentiyanger Imchen, Home Commissioner Abhijit Sinha, and senior officials from the School Education Department.

### Background: The ENSF Agitation

On Monday, the Eastern Nagaland Students Federation (ENSF) launched an agitation, directing the closure of government schools and offices across the districts of Mon, Tuensang, Kiphire, Longleng, Noklak, and Shamator. The protest was in response to the teacher rationalisation policy, which the Federation claimed caused critical shortages of teachers in the region.

This agitation has severely disrupted the education of thousands of students, leading to urgent government intervention. The ENSF highlighted that many schools have been left without subject teachers as numerous educators were transferred out without appropriate replacements for sanctioned posts.

### Current Scenario in Eastern Nagaland

During the meeting, the School Education Department reported that the eastern districts comprise 606 government schools, serving 45,174 students with 4,733 teachers. The pupil-teacher ratio stands at 10:1, according to UDISE 2024-25 data.

The department explained that while the rationalisation policy—approved by the Cabinet in August 2025—aimed at optimising teacher deployment, it unintentionally worsened staff shortages in the eastern region.

After detailed discussions, the government resolved to:

– Revert 33 teachers who had been transferred out of the eastern districts, reinstating them to their original postings to immediately tackle the staff deficit.

– Identify and transfer Hindi, Maths, Science, and other essential subject teachers currently posted in other districts back to their indigenous eastern districts to ensure critical subject areas are adequately covered.

– Directly post newly recruited Maths and Science teachers to schools in the six eastern districts where acute shortages were identified.

– Convert vacant posts, as needed, into Hindi, Maths, or Science teaching positions, with new recruitment conducted through open advertisements to attract qualified candidates.

As a temporary measure, the department will also explore community engagement of teachers until permanent solutions are implemented.

### Engagement and Way Forward

The government will consult elected representatives and district administrations to develop a locally sensitive and effective teacher rationalisation strategy.

Following these decisions, the School Education Department has requested the ENSF to put the agitation on hold and engage in discussions scheduled for September 20.

Accepting the government’s invitation, the ENSF, which had planned to intensify protests starting Thursday, has now suspended the ongoing agitation with immediate effect until further notice.
