**OpenAI’s AI Tools Now Available to German Government Employees**

SAP SE has announced new partnerships with OpenAI and Amazon Web Services (AWS) to enhance its “digital sovereignty” offerings for European governments. This move reflects a broader trend among European nations aiming to develop “sovereign” AI services amid growing concerns over maintaining control of this vital technology.
As Europe’s largest software company, SAP has previously committed approximately €20 billion ($23.5 billion) towards developing these sovereign services. The latest initiative, called “OpenAI for Germany,” will be delivered through SAP’s Delos Cloud — a cloud solution designed to ensure that data is stored locally and complies fully with European regulations.
### Supporting Business Adaptation in the AI Era
SAP has been steadily preparing its software business to meet evolving demands for cloud computing, and it is now extending that effort to embrace generative AI technologies. The company’s cloud sales are projected to nearly reach €22 billion, almost triple the amount recorded in 2019.
While SAP does not disclose specific sales figures for its Delos Cloud—which operates on Microsoft’s Azure platform—the company’s continued investment signals strong confidence in building cloud and AI solutions tailored to European government needs.
This partnership marks a significant step towards empowering German government employees and furthering Europe’s goal of technological sovereignty in the AI landscape.
