Zoning district changes considered for two properties

At its Nov. 12 meeting, Sturgis City Commission gave a first review of zoning district changes for a property at 408 W. Congress St., and 907 and 1101 N. Nottawa St. A second reading by the board is required before any revision can go into effect. According to Will Prichard, community development director, the property at 406 W. Congress previously was used as a warehouse and storage facility for a tire business. The applicant, Dan Boring, intends to adapt the parcel for residential use. He currently owns the property at both 408, as well as 406 W. Congress. He intends to change the use of 406 to a single-family dwelling. The city previously approved a rezoning of that property to R-3, which would allow the conversion into a single-family residential dwelling. However, the site is limited in parking area and space for accessory structures. That prompted Boring’s interest in using 408 to support the redevelopment, Prichard said. The property at 408 contains a deteriorated industrial structure that has been a long-standing code enforcement concern, Prichard and city officials said. Intent by the owner is to demolish the building, remove remaining concrete, then use the site for an accessory structure and parking for the residential property at 406 W. Congress. If the rezoning is approved, the applicant plans to seek a variance from Zoning Board of Appeals to allow cross accessory use between the non-contiguous properties. The parcels at 406 and 408 are separated by a railroad right-of-way. Sturgis Planning Commission held a public hearing on July 15 and recommended the zoning district change to the City Commission for approval. The commission approved the first review of the zoning proposal. Boring, who is a 2nd Precinct city commissioner, abstained from the vote, to avoid conflict of interest. The Nottawa Road properties involve either reclassification of residential zoning or a category change. The applicant, Radiant Life Church of Sturgis, made the request to facilitate a combination not and use of these properties by the church, Prichard said. The property at 907 N. Nottawa houses the church’s principal structure. Currently, the parcel is split zoned residential 2 (R-2) and residential 3 (R-3). This requested zoning district change would change the entire parcel to R-3. Future land use for the property is residential use. The property at 1011 N. Nottawa most recently housed Lavina Centro de Adoracion, but that structure was demolished and the parcel stands vacant. The parcel is zoned “Business Office Service” (B-OS) and this request is to rezone it to R-3. No specific use has been determined for the property at 1011 N. Nottawa, Prichard said. After the parcels at 907 N. Nottawa and 1011 N. Nottawa have been rezoned, the applicant will request to combine the properties at 907 N. Nottawa, 911 N. Nottawa, 1011 N. Nottawa and 1005 N. Nottawa, according to the city. The planning board held a public hearing Oct. 21 and recommended the zoning district change to the city commission for approval. The city commission unanimously approved the first reading for Nottawa Street properties. Second review of the proposals is likely to occur at the commission’s next meeting, Nov. 26.
